Position Description:
The Facilities & EHS Engineer is responsible for providing all levels of operational and workplace services, maintenance and environmental, health and safety (EHS) support to the UDC Chengdu workplace.  Major responsibilities include oversight of vendors, procurement activities for workplace related needs; maintaining UDC infrastructure, promoting a safe and healthy workplace, and maintain regulatory compliance. The Facilities & EHS Engineer collaborates with and provides EHS support to employees and management, monitors and measures EHS program implementation and performance, and will respond to emergency situations as they arise.

Essential Functions: 

Construction Phase
  • Review the design drawing and specifications to ensure a China code compliant facility and infrastructure, and work with the Architect and Engineer to redesign any non-compliant concerns.
  • Interface with contractors during the construction phase of the fit-out of Class 1000 cleanroom, labs and offices to ensure drawing and specifications adherence.
  • Oversee the installation, utility connection, and performance qualification of new equipment into the cleanroom and labs, including vacuum equipment, exhaust hoods, ovens, cleaning systems, analytical equipment and infrastructure equipment.
  • Create an as-built archive of drawings, specifications and certifications to maintain a knowledge base of the installed equipment.
Facilities/ Maintenance Phase
  • Provides for the coordination and support for the delivery of Workplace Services including, Pest Control, Janitorial & related Consumables, Multi-Functional Device Management, Space Planning, Meeting & Event Support, Record Archiving, Moves, Adds, Changes (MACs), Furniture and Furniture Systems Management, and Workplace employee Onboarding.
  • Must have on-call availability 24/7 to respond to building emergencies or to respond to work being performed by contractors after hours including communications to broader personnel in Facilities, EHS, end-users, management, and Landlord as necessary.
  • Conducts workplace audits and communicates with appropriate 3rd party partners to address issues.
  • Utilizes and maintains integrity of company and Facilities digital tools such as databases, supports data entry of required reports and other digital tools associated with service delivery, as required.  
  • Maintains vendor records in an up-to-date manner including contact details, agreements (start/end), scopes of work, audits, action plans, vendor proof of insurance, and any other necessary documentation.
  • Supports the development and execution of company security and emergency procedures, including drill participation, communications with employees, and other general duties.
  • Develops local Work Instruction procedures for Workplace Services detailing the activities and responsibilities of personnel to fully execute facilities services.
  • Create, maintain and execute a preventive maintenance plan for facility infrastructure equipment detailing tasks, frequencies and bills of materials needed.
  • Document infrastructure operations for trend analysis and takes actions for calibration, troubleshooting and repairs of the facility infrastructure.
Environmental, Health and Safety
  • Serve as onsite representative and local authority responsible for EHS compliance to China regulations. 
  • Monitor the EHS regulatory environment to ensure local UDC awareness of impacts and actions needed for legislation compliance.
  • Develop and periodically update local procedures, logs and other documents in adherence of UDC company and regulatory environmental, health and safety legislation.
  • Create and maintain internal training documents and train all requisite employees on procedures, logs and other documents in compliance with UDC company and regulatory requirements. Ensure personnel who have a need to know such information have access to it.
  • Track and ensure all required personnel training on environmental, health, and safety procedures are completed within stated time frames.
  • Conduct regular inspections of labs, offices, equipment, personnel, and operations to ensure compliance with safety and environmental company and government regulations.
  • Investigate all workplace incidents and accidents through UDC standard processes and communicate findings with local management and HQ.
  • Lead and coordinate local corrective actions and/or incident response efforts, include requisite government reporting, with oversight and direction from UDC HQ.
  • Engage and manage relationship with licensed waste disposal company for proper handling and disposal of wastes generated at the site.
Qualifications:
  • College degree BS in Engineering, Material Science, Chemistry, or Physics required
  • Minimum of 5 years industrial experience with semiconductor equipment and facilities
  • Hands-on experience with class 1000 or better clean room equipment and controls
  • Hands-on experience in operation and maintenance of semiconductor process equipment and facility support equipment
  • Demonstrated ability to solve challenging problems individually and with a team
  • Demonstrated ability to work on multiple tasks, be adaptable to change and work in a fast-paced environment
  • Ability to identify, analyze and resolve problems in an efficient, proactive manner.
  • Demonstrated track record of accuracy and thoroughness.
  • Proficiency in Microsoft Office Suite.
  • Knowledge in operation & maintenance of vacuum system, capability of troubleshooting is preferred.
  • Must have proficiency in reading, writing and speaking English.
